Establishment which have been included in the Estimates in anticipation of your approval. You will remember that no detailed abstract of the differences between the Estimates of Expenditure for 1916 and 1917 could be propared last year on account of the great pressure of work in the Colonial Secretariat. In the compilation of the abstract this year sevor errors in computation were discovered, which are shown in the footnote at the end of this year's Abstract. I regret that these errors have occurred and have corrected them under "Approved Estimate for 1917" in the current Estimates. Such errors could not have crept in had the Abstract been made last year and the total estimate for the year balanced with that of the previous year.

The rate of exchange for sterling
expenditure has on the advice of the Treasurer after consulta -tion with the Chief Manager of the Hongkong and Shanghai Banking Corporation, been fixed at two shillings.

16th. Grade Telephone Clerk.
1 Serman to Motor Launch B.D.5 at $120 to $144
by 812 annually in place of 1 Engineer at
$240.
